1. Use the Preprimary Teacher's course to train students, who have graduated from the Project, so that they can train the tutorial class teachers in the preprimary school in their villages.

1. Develop the admissions policy so that the Project only recruits students, who can be developed to become effective human resources.
2. Acquire teaching aids e.g. computers, videos, and audiocassettes, and develop the computer skills of the resident students.

1. Train the Project Director and staff in vocational areas, e.g. basic computers, car and motorcycle mechanics, handicrafts, cooking, weaving and sewing.
